Root of the Desire to Create Certainty?

How many people pursue a costly, time-consuming plan if they lack certainty in the outcome?
I think it’s relatively low.  I think people are not highly self-motivated when they lack high certainty in the outcome.
I think this need for certainty as a motivator may potentially be the root of that powerful human tendency, to create certainty.
